Born in Nagoya, Aichi Prefecture. Graduated from the Japan Manga Arts College in 2015. After graduating from high school, Matsumoto spent roughly five years submitting manuscripts and pitching directly to editors. Though he initially entered the workforce, he never gave up on his dream of becoming a manga artist; he saved up for his own tuition and enrolled in the Japan Manga Arts College. Through an on-campus editorial review session, he began regularly pitching to a KADOKAWA editor, leading to his serialized debut in the summer of 2015 with My First Girlfriend Is a Gal / My Girlfriend is Shobitch (Boku no Kanojo ga Majimesugiru Shojo Bitch na Ken).
